NORTHROP GRUMMAN: Logicon's INRI subsidiary awarded US$47.5m defense information technology contract

APR 6, 1999, M2 Communications - HERNDON, Va. -- Inter-National Research Institute (INRI), a subsidiary of Logicon Inc., a Northrop Grumman (NYSE: NOC) company, has been awarded a three-year contract from the Defense Information Systems Agency to provide technical support for current and future versions of the Defense Information Infrastructure (DII) Common Operating Environment (COE).

The contract, awarded by the Defense Information Technology Contracting Organization, calls for one base year and two one-year options. Total value of the contract, including all options, is $47.5 million.

The specific services INRI will provide the Agency include systems engineering; software development and maintenance; configuration management; and documentation, installation and training support.

DII COE is part of the backbone software infrastructure providing interoperable computer software systems and applications for the Department of Defense (DoD). DII COE foundation software is used for a variety of DoD activities including command and control, logistics, weapons control, intelligence, navigation, vessel traffic, air defense, communications and mission planning.

"INRI began the effort to develop this critical military software in 1995 and has been the sole provider of this product since the program's inception," said Frank Engel, INRI president and chief executive officer. "All emerging DoD command, control, communications, computers and intelligence [C4I] and nontactical products across all services rely on the backbone infrastructure created by DII COE."

INRI authored the integration and runtime specification that defines the DII COE concept, components and integration approach. INRI has also been the sole developer of many of the DII COE components including software for communications, message processing, correlation, tactical object display and the joint mapping tool kit (JMTK).

As part of this contract, INRI will continue to perform architectural design, system engineering, software development and delivery of the core Global Command and Control System (GCCS) and the core Global Combat Support System (GCSS).

GCCS is a joint level C4I system deployed at more than 800 sites worldwide, and GCSS is a joint level logistics system. Both use DII COE software and are being integrated to provide the warfighter with quick, reliable access to tactical and nontactical data from a single workstation.

INRI specializes in command and control, tracking, data fusion and mapping for the Defense Department and its key suppliers. The company, based in Reston, Va., was acquired by Northrop Grumman in September 1998 and is now part of Logicon's Information Solutions business unit.
